All accepted articles will be published under open access. All open access articles will be published under the Creative Commons Attribution License (CC BY). CC BY allows authors to retain copyright of their article and permits a very broad range of reuse. An article published under the CC BY license is freely available online and may be freely reused as long as the original author and publication are credited. Under the CC BY license, authors are responsible for protecting their content from possible abuses such as infringement and plagiarism.

Authorship
Authorship should be limited to those who have made a significant contribution to the conception, experimental design, execution, and/or the analysis and interpretation of data associated with the work contained in the article, and contributed to drafting the article or reviewing and/or revising it for intellectual content. The others who have participated in certain substantive aspects of the research project, should be acknowledged or listed as authors. The corresponding author is responsible for ensuring that all listed authors have seen and approved the final version of manuscript before submission, including the names and order of authors, and have agreed to its submission for publication. Once the list and order of authors has been established, it should not be altered without permission of all living authors of that article. Due to a result of special circumstances, if it is necessary to change, the corresponding author should put forward a written application including the consent of all authors before the Editor-in-Chief (EIC) makes final decision for the paper. It can be modified after EIC approval. Please note that changes to authorship cannot be made after acceptance of a manuscript.
Punitive measure
1. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable. And that is highly likely to have serious moral and legal consequences.
2. After screened, if the paper is found there are more than 30% similar to the previous published journal article or more than 50% similar to the authors’ own paper published in conference proceedings, the paper will be regarded as plagiarism and will be rejected.
3. In case an author has submitted the paper under consideration to another journal, the paper will be rejected. CJEE will inform the institute of the author and other journals within the field of Electrical Engineering, and will reject to publish all the papers submitted by this author forever.
Conflicts of Interest
All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed. Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest stage possible.
Corrections and Retractions
Authors, readers or organizations who become aware of errors or ethics issues in a published article are encouraged to contact CJEE in the first instance via the contact details available on the journal website. All reports will be considered by the Editors; additional expert advice may be sought when deciding on the most appropriate course of action.
1. Corrections
Changes to published articles that affect the interpretation and conclusion of the article, but do not fully invalidate the article, will, at the Editor(s)’ discretion, be corrected via publication of a Correction that is indexed and bidirectionally linked to the original article.
2. Retractions
On rare occasions, when the interpretation or conclusion of an article is substantially undermined, it may be necessary for published articles to be retracted. CJEE as part of IEEE will follow the COPE guidelines in such cases. Retraction notices are indexed and bidirectionally linked to the original article. The original article is watermarked as retracted and the title is amended with the prefix “Retracted article:”
Confidentiality
Editors will treat all manuscripts submitted to CJEE in confidence. Reviewers are also required to treat manuscripts confidentially. CJEE will not share manuscripts with third parties outside of CJEE except in cases of suspected misconduct.
Peer review process
All manuscripts accepted by CJEE would undergo rigorous and thorough single-blind peer review. This usually involves review by two independent peer reviewers.
All submissions to CJEE are assessed by an Editor, who will decide whether they are suitable for peer review. Where an Editor is on the author list or has any other competing interest regarding a specific manuscript, another member of the Editorial Board will be assigned to assume responsibility for overseeing peer review. Submissions felt to be suitable for consideration will be sent for peer review by appropriate independent experts. Editors will make a decision based on the reviewers’ reports and authors are sent these reports along with the editorial decision on their manuscript. Authors should note that even in light of one positive report, concerns raised by another reviewer may fundamentally undermine the study and result in the manuscript being rejected.
All papers submitted to CJEE will be screened for plagiarism by CrossCheck software.
Peer review is a system based on trust. Each party—the reviewer, the author, and CJEE—relies on the others to operate professionally, ethically, expediently, and confidentially.

Provide a prompt, thorough, and impartial review of the article
Give constructive feedback with reasonable suggestions and professional tone
Avoid suggesting the addition of irrelevant or unnecessary references
Alert editor to any suspected ethical issues
Maintain confidentiality by safeguarding the unique contributions of the author’s work
2. Responsibilities of the Author
Accurately report research findings
Ensure article meets all publication requirements and adheres to ethical standards
Revise article as per reviewers’ suggestions (or give a reason why not)
3. Responsibilities of CJEE
CJEE’s responsibilities may be fulfilled by a journal Editor or Associate Editor.
Select, invite, and manage reviewers
Ensure a fair and speedy peer review process
Synthesize disparate peer review reports and arrive at a final decision
Maintain confidentiality by preserving the reviewer’s anonymity and by safeguarding the unique contributions of the author’s work
Uphold all policies of the publication, including ethical policies

Special Issue
The review process for papers in special issues follows the same protocol with regular papers. Initially, our in-house editor will review all papers submitted to the special issue, rejecting those that do not meet quality, originality, or significance standards, or requesting revisions before proceeding to peer-review.
The same rigorous peer-review process is conducted for each paper via the journal’s online submission portal(https://mc03.manuscriptcentral.com/cjee) and peer-review system by the guest editors. Once the reviews are returned, the guest editors or guest associate editors will make a provisional decision, which will be communicated to the editorial team (including Editorial Office, Editorial Board) for confirmation.
During the peer-review process, guest editors are not involved in any decision making or review processes concerning manuscripts for which they are authors or co-authors. Moreover, the identity of the reviewers conducting reviews of such paper are not disclosed to guest editors at any stage. After the special issue is completed, all the accepted papers will be publishing in a Special Issue Publication (Papers submitted in Special Issue papers may publishing in a Regular Publication due to overtime of acceptance).
If the entire special issue fails to meet the journal’s quality criteria, or if abnormal data or academic misconduct is identified in submitted papers, the editorial team reserves the right to reject individual papers or the entire special issue. This decision is made with the objective of maintaining the high quality of publication standards and upholding academic integrity. Any disagreements that arise during the editorial process will be adjudicated by the Editor-in-Chief.
